Teaching Romans, Vol. 1 is divided into three sections, the first containing introductory materials on the text of Romans. Sections two and three work systematically through a suggested preaching or Bible study series on Romans 1–8. Preaching outlines and Bible study questions are included for each passage.

Romans 2 supports the manifesto message of 1:16, 17—the saving righteousness of God is revealed to anyone who bows the knee with the obedience of faith, but to no-one else. In 1:18–32 Paul proves that the irreligious, including those who know nothing of the Bible, are guilty before God. Now in chapter 2 he turns his focus onto the religious person. Probably this was all addressed to the Jew, but in principle it is for anyone who disapproves
